Arizona was one of the first states to adopt captive legislation, and it remains one of the premiere captive jurisdictions attracting new captive formations primarily from the southwestern U.S.

Arizona's natural advantages include Sky Harbor airport in Phoenix which offers direct flights to many cities, and abundant desert resorts that entice both directors' meetings and annual conferences by the Captive Insurance Companies Association (CICA).

The 2007 update to its captive legislation has significantly increased Arizona's attractiveness as a domestic captive domicile.
